Region and scope
A fourteen-county rural region of Tennessee, served through a regional human resource agency acting as the backbone organization.
What was built
- The Regional Recovery Hub and its coordinating functions.
- The partner network across treatment, housing, employment and healthcare.
- A common intake and assessment process.
- Relationship-based coordination that follows the individual across transitions.
What is still being validated
The figures above are operational counts from the pilot’s first nineteen months. Longitudinal outcome data — including Recovery Capital change over time and sustained recovery at twelve and twenty-four months — is still being compiled and validated. We would rather say so than publish numbers we cannot yet defend.

Independent validation
Outcome and engagement data are being compiled through a REDCap-based research database in partnership with East Tennessee State University.
This is what separates a system from an anecdote. A model that claims to improve recovery outcomes has to be measured by someone with no stake in the answer, using instruments that hold up outside the region that produced them.
